Wind farm developers will soon be required, by law, to provide pre-application consultation to communities. To enable communities to make rational decisions, local seminars and workshops will be available to provide them with the skills needed to communicate with developers and planners. Whilst this procedure is already the case in most areas, it will be become compulsory. The reforms have been triggered by a consultation on community engagement by the Department of Energy and Climate Change (DECC) and the Department for Communities and Local Government (DCLG). Larger or more significant schemes will require even earlier consultation and cumulative impacts will need to be considered. Communities could see greater financial gains (up to five times) from developers, if they host wind farms in their area. However, greater community payouts could make some projects unviable for some developers.
