The Conservative-Lib Dem coalition has created uncertainty and unpredictability in the field of Town and Country Planning. This lack of clarity, at the time of writing, will most certainly start to push private investment abroad, or at least reduce investments in the UK. The new coalition aims to abolish Regional Spatial Strategies (RSS), change the appeals system, possibly remove the Infrastructure Planning Commission (IPC) and possibly remove the Community Infrastructure Levy (CIL).
However, the main aim of the coalition is to return decision making powers on housing and planning to local councils (Planning Resource Magazine, May 2010). Many parties believe that empowering local communities is important, but that the planning system will grind to a halt eventually, as there will be a flood of “nimbyism” on certain projects. This may cause anti-development and slow the economic recovery that we necessitate.
As these changes may not be implemented for some time, current Regional Spatial Strategies are still very important, even if they are phased out in time.
